This is seriously unacceptable. I have the same problem with the Korean language availability only. I am in this mess because despite declining win 10 upgrades I didn't realise they changed it to a recommended update that also blocked my ability to create a restore point. I am now stuck with Win 10, have some serious greivances about its intrusiveness and will be leaving all microsoft products alone if I cannot get the win 7 product I paid for. Oh and the excuse that I bought an upgrade product key but not the earlier windows version doesn't stack up. I bought a computer with windows, that is, I paid for windows even if I didn't get a product code. If it is all about money, then Microsoft have done themselves out of business.

I lost my disk for the Windows 7 Install, but I have the product key. I need a ISO download to make a bootable usb. It needs to be in English, and be 64 bit. I have tried using microsoft's way of entering the product key and it gives you the ISO, but the only option is Korean, which is not the language I need. Please don't link me back there. I see there has been no solution from microsoft and no attempt to address this. They have only given people a place to vent. This is a serious invasion not only of privvacy but even of property laws and concepts. We have a very real clash of world views. Microsoft, or apple or google etc, do not own the world and rent it out to users.
